Digital Policy Development Manager

Job Purpose

The Digital Policy Development Manager will lead and coordinate the development of policies related to the digital economy within the organization. This role involves conducting in-depth research, stakeholder engagement, and drafting policy recommendations to support the DCO Member States in promoting the Digital Economy and creating a thriving digital ecosystem. The manager will work closely with internal and external stakeholders to ensure policies are inclusive, forward-thinking, and aligned with international standards and best practices.

Job Responsibilities & Duties

  • Play a key role in developing and implementing DCO’s digital policy initiatives and drive DCO’s impact in the digital public policy and regulatory domains – by promoting innovation and enabling digital prosperity for all.
  • Work towards positioning DCO as a trusted advisor and staunch advocate of best practice human-centric digital polices to governments, civil society, academia and entrepreneurs within the DCO Membership on a host of digital policy areas, including digital inclusion, ethics and trust, data governance, emerging technologies (AI, blockchain, immersive technologies etc.), digital connectivity, and responsible use of technology etc.
  • Provide credible advice and guidance to internal stakeholders, DCO’s observers and partners, and the Member State governments on the relevant digital policy topics.
  • Work with a cross-functional team of policy and research professionals; bring to bear their subject matter expertise, and supplement with limited external resources.
  • Conduct comprehensive research and analysis on emerging digital trends, technologies, and regulatory issues and provide insights and recommendations to the senior management.
  • Anticipate emerging policy and regulatory risks and opportunities in the global digital economy and propose possible policy interventions by the DCO.
  • Partner with DCO’s internal functions including Digital Research, Data and Intelligence Unit, Digital Markets Growth, Government Cooperation and Partnerships, Marketing and Comms., Legal, and Strategy etc. to develop policy positions aligned with DCO priorities.
  • Collaborate with DCO Member State governments to understand their needs and perspectives and ensure that DCO’s policy agenda and digital policy initiatives adequately address their needs.
  • Participate through writing, speaking in relevant forums, and serve as a credible DCO digital policies resource internationally amongst policymakers, civil society, and private sectors.
  • Represent DCO externally in publications, media, public events, policy/ regulatory seminars and conferences, and other forums.
  • Collaborate with external experts, consultants, and think tanks to enhance policy development processes.
  • Draft high-quality written knowledge products (including reports, white papers, case studies, infographics, blog posts and PowerPoint presentations) with minimal review and supervision.
  • Organize workshops and meetings with digital policy stakeholders to discuss and promote digital policy frameworks.
  • Develop and deliver training programs and workshops for member states to enhance their understanding and implementation of digital policies.
  • Work closely with other DCO enabler teams to ensure full collaboration to achieve the DCO’s mission of Digital Prosperity for All.

Qualifications

  • At least 7-10 years of experience in digital policy development and implementation, preferably in a multinational setting, with a strong understanding of relevant international policy frameworks, laws and regulations.
  • At least a bachelor’s degree in public policy, international law, technology, economics, or other relevant fields; a Master’s degree in the fields listed above will be preferred.
  • Experience is working in a matrixed, well-structured multinational/ international organization.
  • Substantive knowledge of emerging digital technologies, and experience in a technology-focused environment.
  • Relevant global experience across cultures, languages, histories, and perspectives.

  • Organizational savvy to lead multiple internal clients and collaborate with teams across dotted line reporting structures.
  • High-level skills in engaging with senior government officials, policymakers, and influencers across the digital economy ecosystem.
  • Excellent written and verbal communication skills with the ability to distil nuanced concepts into concise messages, write and edit for a variety of internal and external audiences, and deliver polished presentations.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Excellent interpersonal, and stakeholder management skills, including cross-cultural communication.
  • Ability to work independently and as part of a team, with a focus on delivering results.
  • Strong project management skills and experience in managing complex projects with a global focus.
  • Fluency in English, and proficiency in at least one other language.
  • Genuine interest in the socioeconomic benefits of the digital economy.
