Reporting Mechanism on Combating Online Misinformation

Background
Recognizing the growing impact of online misinformation on societies, economies, public trust, and digital ecosystems, the Digital Cooperation Organization (DCO) Ministerial Committee on Combating Online Misinformation (MCOM) emphasized the importance of strengthening cooperation, promoting knowledge exchange, and fostering coordinated action among Member States.
To support these efforts, the DCO Secretariat has established a reporting mechanism to facilitate the systematic collection and exchange of information on national initiatives, policy developments, implementation experiences, and emerging challenges related to combating online misinformation.
This reporting mechanism serves as a platform for Member States to share progress, showcase good practices, identify common challenges, and contribute to collective learning and collaboration across the DCO community.
Purpose
The purpose of this reporting mechanism, including the accompanying data collection template, is to enable DCO Member States to provide periodic updates on national efforts to combat online misinformation and to support the development of a shared knowledge base that informs policy dialogue, capacity-building initiatives, and future cooperation among Member States.
Objectives
This reporting mechanism aims to:
- Capture national policy, legislative, regulatory, and institutional developments related to combating online misinformation.
- Monitor the implementation of national initiatives, awareness campaigns, and capacity-building activities.
- Facilitate the exchange of implementation experiences, lessons learned, and good practices among Member States.
- Track trends and progress on commitments and actions undertaken under the DCO Global Campaign on Online Misinformation and the DCO Code of Practice.
- Identify common challenges, emerging trends, and opportunities for collaboration.
- Support evidence-based discussions and report to the MCOM.
Scope of Reporting
Member States are invited to provide updates on activities undertaken during the reporting period, including where applicable:
- National policies, strategies, legislation, and regulatory measures.
- National governance structures, task forces, and coordination mechanisms.
- Multi-stakeholder consultations, roundtables, and partnerships.
- Public awareness and communication campaigns.
- Media and digital literacy initiatives.
- Fact-checking and information integrity measures.
- Engagement with digital platforms and other relevant stakeholders.
- Commitments, pledges, and actions undertaken under the DCO Global Campaign on Online Misinformation.
- Key achievements, implementation challenges, lessons learned, and support needs.
- Other related activities, if any.
Reporting and Submission
Member States are invited to complete this template for the applicable reporting period and submit it through the reporting channel communicated by the DCO Secretariat.
Submissions should be coordinated by the designated national focal point and may include supporting documentation, evidence, or reference materials where relevant.
Use of Information
Information submitted through this mechanism report will be consolidated and analyzed by the DCO Secretariat to support:
- Progress reporting to the Ministerial Committee on Combating Online Misinformation.
- Development of DCO progress reports, knowledge products, and policy recommendations.
- Identification of emerging trends, challenges, and capacity-building needs across Member States.
- Compilation and dissemination of good practices and case studies.
- Strengthening collaboration among governments, digital platforms, academia, civil society, and other relevant stakeholders.
