Guidelines for Member State

Reporting Period

This reporting mechanism follows a six-month reporting cycle. Member States are requested to report on policies, initiatives, activities, and developments implemented during the applicable six-month reporting period. Where relevant, updates may also include significant milestones, outcomes, or implementation progress achieved during the reporting cycle, even if the initiative commenced prior to the reporting period.

Roles and Responsibilities

Member States’ primary DCO Points of Contact are invited to coordinate with relevant national stakeholders, including government entities, regulatory bodies, academia, media organization, fact-checking organizations, civil society organizations, country heads/representatives of social media and digital platforms, and other relevant institutions, in completing and submitting this reporting template.

Information to be Reported

Member States are encouraged to provide concise, evidence-based responses to the questions in this reporting template, highlighting key actions, implementation progress, outcomes, and lessons learned. Where possible, submissions should be supported by quantitative data, metrics, or other relevant indicators to enable robust assessment of progress and impact. Member States are invited to complete the sections most relevant to their national context and may indicate ‘not applicable’ where appropriate.

Supporting Documentation

Member States may share supporting materials to complement their submissions, including policy, strategy and regulatory documents, reports, campaign materials, training resources, case studies, or other relevant references. Supporting documentation should be clearly referenced in the relevant sections of the template.

Reporting Principles

Information provided should be accurate, complete, and reflective of the reporting period. Member States are encouraged to report both achievements and implementation challenges to support meaningful knowledge exchange and continuous improvement.

Confidentiality / Attribution Clause

Submissions will be treated as internal inputs for DCO analysis and Member State knowledge exchange. Any public attribution of national examples, case studies, or data will be subject to prior confirmation by the concerned Member State.

Review and Validation

Prior to submission, Member States are encouraged to review the completed template to ensure consistency, accuracy, and completeness of the information provided. Where appropriate, submissions may be validated through relevant national coordination mechanisms.
