The DCO Digital Rights Intent: Safe Digital Space for Children establishes a shared commitment by DCO Member States and partners to uphold and strengthen digital rights—particularly those of children—in an increasingly complex online environment. Building on universal human rights principles, the document emphasizes innovation, inclusion, privacy, security, ethical technology use, data ownership, and accountability as the foundations of a safe and equitable digital ecosystem. Recognizing the global nature of online risks such as misinformation, privacy violations, exploitation, and harmful content, the Intent calls for multilateral cooperation, harmonized policies, and coordinated action across governments, industry, educators, and families.
At its core, the Intent outlines ten principles that guide efforts to create a safe digital space for children—ranging from appropriate access control, safe access to online information, and digital literacy, to online privacy protection, robust safety measures, family support, responsible platform design, and protection from inappropriate advertising. The document underscores the essential role of international cooperation, public–private partnerships, and child-centric digital design in ensuring that children can learn, participate, and thrive online without exposure to harm. Through this principles-based framework, the DCO affirms its commitment to building a secure, inclusive, and responsible digital environment that advances digital prosperity for all.
