Digital FDI Rwanda Report

The Digital Foreign Direct Investment (DFDI) Rwanda Project captures the process and outcomes of Rwanda’s journey to strengthen its digital investment landscape. Through consultations with 51 stakeholders—including government ministries, investors, businesses, and academia—the project identified three national priority actions focused on:
- IP-backed financing mechanisms,
- Investment matchmaking to attract digital FDI, and
- Strengthening industry–academia collaboration to align skills with market needs.
The report provides actionable policy insights to enhance Rwanda’s position as a leading African hub for digital investment and innovation.
