General Report: Digital Trade Acceleration Initiative

This DCO General Report presents a comprehensive overview of the Digital Trade Acceleration Initiative, which aims to strengthen digital trade and deepen cooperation among DCO Member States. It combines rigorous analysis with stakeholder insights to provide a strategic roadmap for advancing digital integration.

At its core, the report maps the regulatory environments of 16 DCO Member States, capturing the diversity of approaches to digital trade policy, particularly in emerging areas such as artificial intelligence, data governance, and cross-border e-commerce. It highlights opportunities for greater alignment to improve market access, build consumer trust, and support more inclusive and resilient digital economies.

The report is structured around four core components:

  1. Regulatory Assessment Reports for each Member State, covering 12 digital trade policy areas.
  2. A Digital Trade Landscape Report, aggregating findings and identifying regulatory diversity.
  3. A Guide to International Commitments, mapping global digital trade agreement models.
  4. An Economic Analysis, highlighting private sector challenges in cross-border digital commerce.

Through in-depth interviews and policy roundtables, the report captures strong momentum for collective action, emphasizing the commitment of DCO Member States to peer learning, policy innovation, and deeper regulatory cooperation.

It outlines clear pathways forward, from technical assistance and peer learning to interoperability and new digital trade commitments. By fostering collaboration, the DCO is paving the way for more inclusive, sustainable and prosperous digital economies.
