The Digital Cooperation Organization (DCO) is dedicated to promoting digital prosperity for all by encouraging international cooperation and innovation within the digital economy. A key avenue for achieving this is through collaboration, not only between DCO Member States and global stakeholders but also by enhancing cooperation between public and private sectors within domestic markets. Such partnerships between governments and businesses bring together the necessary expertise and funding to drive transformative changes in the digital economy.

The digital economy is crucial for fostering inclusive and sustainable growth, enabling nations to boost productivity, competitiveness, innovation, and improve quality of life and service access for citizens. Over the past decade, digital transformation has been a priority for governments and businesses, leading to new business models and innovative practices.

This document explores opportunities within the digital sector that can be unlocked through enhanced public-private collaboration. It examines global best practices and introduces a “Framework for Collaborative Investment in the Digital Economy,” designed to guide DCO Member States in pursuing joint investments to advance the digital economy.
