Finance Director
Job Purpose
The job holder is responsible for leading the Finance function within DCO, including providing expertise in all financial aspects related to financial planning, financial controlling, accounting, fixed asset management, and treasury activities ensuring alignment with applicable regulations and best practices.
ROLES AND RESPONSIBILITIES
- Strategy and Planning
- Contribute to the development of Shared Services business plan ensuring alignment with DCO strategy
- Develop the operational plan for Finance in line with Shared Services business plan and Enterprise Services strategic plan
- Implement plans and provide input to enable achievement of Finance goals that support DCO’s overall strategic plans
- Budget Management
- Discuss Finance budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of Finance budget, and report accurately on progress made and challenges encountered
- Investigate and propose implementing initiatives that result in positive financial impact for Finance and mitigates financial and operational risks
- Policies, Processes and Procedures
- Lead the design and implementation of Finance policies and procedures covering all areas of activity so that all relevant procedural / legislative requirements are fulfilled while delivering high impact and achieving results effectively and efficiently
- Encourage team and contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account leading practices, improvement of business process, cost reduction and productivity improvement
- Monitor day-to-day activities to ensure compliance with stipulated policies and procedures
- Remain abreast of Shared Services leading practice and new trends, and identify recommendations for corrective measures, updates and improvements where required
- Financial Planning & Control
- Provide expertise in setting efficient financial planning guidelines, financial control & reporting framework, and guidelines to ensure alignment with DCO’s overall strategy
- Guide the management of departmental budget setting and direct the finalization of DCO overall budget plan
- Lead the development of the yearly financial plan and guide the allocation of set budget to secure alignment with budget guidelines and overall budget
- Oversee proper implementation of all financial control processes and review financial control reports for continuous follow-up
- Accounting
- Oversee accounting activities including payables, receivables, general ledger, fixed assets, and accounts reconciliation ensuring all operations are completed accurately and on time
- Continuously review and assess fixed asset register ensuring proper update to keep track of fixed asset status
- Check monthly financial statements and enforce needed corrective actions when discrepancies are identified between actual and estimated budget
- Treasury
- Guide the development of treasury management guidelines and strategies
- Maintain a proper relationship with banks and develop engagement plans to ease communication
- Manage DCO’s cash and oversee cash transactions to ensure adequate liquidity and prevent cash shortages
- Oversee cashflow operations and review variances assessments to advise on ways to enhance performance
- Oversee identification and assessment of investment opportunities when applicable, ensuring alignment with DCO’s strategic aspirations and objectives
- People Management
- Participate in the identification and recruitment of key talent
- Guide, mentor, and support direct reports in order to execute duties according to set policies and processes
- Perform on-the-job training for direct reports and provide feedback

JOB QUALIFICATIONS AND REQUIREMENTS
- Knowledge and Experience
- 14+ years of professional experience, with at least 4 years of experience in a managerial position
- Education and Certifications
- Bachelor’s degree in Finance or equivalent is required
- Master’s degree in Finance or equivalent is preferred
