Human Resources Director

Job Purpose

The job holder is responsible for leading and overseeing the development and implementation of comprehensive human capital strategies and frameworks, managing talent acquisition, ensuring effective performance management, and providing essential human capital support services to align with DCO’s strategic objectives and operational needs.

ROLES AND RESPONSIBILITIES

  • Strategy and Planning
    • Contribute to the development of Shared Services business plan ensuring alignment with DCO strategy
    • Develop the operational plan for Human Capital in line with Shared Services business plan and Enterprise Services strategic plan
    • Implement plans and provide input to enable achievement of Human Capital goals that support DCO’s overall strategic plans
  • Budget Management
    • Discuss Human Capital budgeting requirements with top management and provide input to the budgeting process
    • Ensure effective utilization of Human Capital budget, and report accurately on progress made and challenges encountered
    • Investigate and propose implementing initiatives that result in positive financial impact for Human Capital and mitigates financial and operational risks
  • Policies, Processes and Procedures
    • Lead the design and implementation of Human Capital policies and procedures covering all areas of activity so that all relevant procedural / legislative requirements are fulfilled while delivering high impact and achieving results effectively and efficiently
    • Encourage team and contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account leading practices, improvement of business process, cost reduction and productivity improvement
    • Monitor day-to-day activities to ensure compliance with stipulated policies and procedures
    • Remain abreast of Shared Services leading practice and new trends, and identify recommendations for corrective measures, updates and improvements where required
  • HC Center of Excellence
    • Review and implement human capital strategies, objectives, policies, and processes that align with DCO’s overall strategy and business plan
    • Define DCO’s organizational culture and Employee Value Proposition (EVP) and ensure clear communication to attract candidates, retain employees, and enhance employee well-being
    • Update and refine DCO’s pay philosophy and compensation packages, incorporating competitive salaries, benefits, bonuses, and promotions ensuring alignment with best practices
    • Guide the development and continuous refinement of succession planning processes and manage the rewards structure, including short-term and long-term incentive plans
    • Create and maintain a detailed competency framework that defines required technical and behavioural skills across all organizational roles
    • Lead organizational and positional structure assessments and conduct job evaluations to ensure equitable compensation practices
    • Guide the development of workforce tools, guidelines, plans, and budget to assess workforce needs
  • Talent and HC Management
    • Review and approve recruitment and sourcing plans, based on DCO’s manpower needs and allocated budget
    • Develop and implement internal communication plans and guidelines to facilitate effective communication within DCO
    • Ensure job offers are negotiated to mutually beneficial agreement and employment papers and contracts are finalized and signed
    • Check the completion of onboarding procedures as per set standards ensuring new hires are made aware of DCO’s values, culture, and ongoing projects
    • Manage the development of DCO performance management framework, system, tools, and KPIs, and launch the yearly performance management cycle
    • Analyze individual performance results and coordinate decisions on promotions and rewards based on performance outcomes
    • Supervise the execution of training programs in collaboration with training providers to enhance employee skills and capabilities and establish leadership development programs for senior management and executives
    • Oversee accurate payroll processing and manage employee services ensuring all inquiries and request are handled properly
  • People Management
    • Participate in the identification and recruitment of key talent
    • Guide, mentor, and support direct reports in order to execute duties according to set policies and processes
    • Perform on-the-job training for direct reports and provide feedback

JOB QUALIFICATIONS AND REQUIREMENTS

  • Knowledge and Experience
    • 13+ years of professional experience, with at least 4 years of experience in a managerial position
  • Education and Certifications
    • Bachelor’s degree in Human Resources, Business Administration, or equivalent is required
    • Master’s degree in Human Resources, Business Administration, or equivalent is preferred
