The Digital Cooperation Organization (DCO) Annual Report 2025 highlights a year of measurable progress and multilateral impact across the global digital economy. Approved by the DCO Council in December 2025, it reflects the collective efforts of 16 Member States advancing inclusive, resilient, and sustainable digital transformation.
In 2025, DCO moved from policy to implementation through:
- Trusted digital trade: Progress on the Model Digital Economy Agreement, projected to unlock $2.1B in annual intra-DCO trade by 2028.
- Data-driven policymaking: The Digital Economy Navigator expanded to 80 countries.
- Women’s empowerment: WE-Elevate unlocked an estimated $3.4B in GDP potential.
- Responsible AI: Adoption of shared Ethical AI Principles and practical AI governance tools.
- Digital investment: $700M in digital investment commitments facilitated in 2025.
Guided by its Strategic Roadmap 2030, DCO continues to drive cooperation into tangible economic and social value for over 800 million people worldwide.
